The Constitutional Court will become the personification of a Just Kazakhstan – President of the Republic of Kazakhstan

The President visited the new administrative building of the Constitutional Court, which began work on January 1, 2023, where he held a meeting with the appointed judges, the press service of Akorda reported.


The Head of State noted that the Constitutional Court has a special role in the life of society. He thanked the members of the Constitutional Council for their fruitful work for 27 years for the benefit of the country, as well as all the employees who worked in this body.

“Today Kazakhstan has taken a decisive step into a new era. Unprecedented political reforms are being implemented in the country. Currently, there are not many states in the world that carry out such large-scale and meaningful reforms. This is a fact that is recognized by the entire international community. Kazakhstan has rightfully become a reformer state. Large-scale transformations are being carried out in the country. The priority is to ensure the protection of the constitutional rights of citizens. Representatives of the public express their readiness to actively participate in this work. Therefore, I have put forward an initiative to create a Constitutional Court. This initiative and other important decisions were supported by citizens at a nationwide referendum,” the President said.

The Head of State stressed that the key task of the Constitutional Court is to ensure full compliance of all laws and by-laws with the Constitution of the country.

“Indeed, the Constitutional Court is the most important institution for the whole country. Now citizens can directly apply to the Constitutional Court with applications for the recognition of illegal norms that, in their opinion, contradict the principles of the Basic Law of the country. The Prosecutor General and the Commissioner for Human Rights may also apply to the Constitutional Court. After the Constitutional Court begins its work, the requirements for the quality of the work of the Prosecutor’s office, courts, and law enforcement agencies will undoubtedly increase significantly. The activity of the Court will have a positive impact on the legislative work of deputies and the Government. In a word, the Constitutional Court will become the main foundation of the human rights protection system,” the President stressed.

Kassym-Jomart Tokayev pointed out that there are great positive expectations in society from the beginning of the activity of the Constitutional Court. According to him, citizens expect honest and professional work from judges, therefore, when performing their duties, judges will be under the close attention of society, the media and international structures.

“I believe that this composition of judges is able to successfully fulfill the tasks of great national importance facing them and meet the expectations of society and citizens. The Constitutional Court includes prominent scientists engaged in science, as well as lawyers with many years of experience in various fields. As a result, it turned out to be a good fusion of theory and practice. The Chairman of the Constitutional Court, Elvira Asimova, worked for a long time in the judicial authorities, dealt with human rights protection issues, represented the interests of the state in the international arena. This experience will be very useful to her in her new field. A large amount of work has been done to develop the regulatory framework and principles of the Constitutional Court. Now, it may be necessary to improve this base as necessary during the activities of the Constitutional Court. In general, all conditions have been created so that the newly created institute can ensure the supremacy of the Basic Law throughout the country,” Kassym–Jomart Tokayev said.

As the Head of State noted, the inviolability of the rule of law principle is in fact the core of all political reforms in our country. In terms of the number and, most importantly, in terms of the content and quality of reforms, Kazakhstan is certainly among the world leaders.

“Indeed, what was done only last year cannot but make a positive impression on the scale and depth of changes in our society. Kazakhstan, as a state, has been qualitatively updated. This fact is publicly recognized by the world community, which is also evidenced by numerous contacts at the highest level. It would not be an exaggeration to say that the Constitutional Court will become the personification of a Just Kazakhstan,” the President said.

Kassym-Jomart Tokayev stressed that the fundamental principle of the New Kazakhstan is justice, expressed confidence that the judges will honorably fulfill their obligations.

“Our people have always respected honest and impartial judges, had high hopes for their justice. Every decision should be made only in accordance with the Constitution. Because, first of all, the future of our country will depend on these decisions,” the Head of State said.

Then the Chairman of the Constitutional Court, Elvira Asimova, made a report on the main directions and priorities of the work of the new body. According to her, the Constitutional Court will work tirelessly for the benefit of the development and prosperity of society and the state.
