Kassym-Jomart Tokayev signed the law on the control of specific goods

The Head of State signed the Law of the Republic of Kazakhstan “On the control of specific goods”, the Press Service of Akorda reports.


The law was developed in order to improve the national system of control of specific goods in accordance with generally accepted international standards.

The law will regulate the issues of export, import, transit, re-export, extraterritorial re-export and provision of extraterritorial intermediary services and technical assistance, as well as the introduction into the legislation of the Republic of Kazakhstan of risk assessment criteria for the export of dual-use and military goods and services and other features in this area

It is expected that the law will create an effective mechanism for controlling specific goods, eliminate the risks associated with them, and also ensure the creation of conditions for the integration of the domestic economy into the system of international relations.

The Head of State also signed the Law of the Republic of Kazakhstan “On Amendments and Additions to some legislative acts of the Republic of Kazakhstan on the control of specific goods”. As previously reported, amendments and additions are being made to 6 Codes and 11 laws.

In particular, the competencies of state bodies are being clarified and supplemented, the procedure for information interaction with state bodies and organizations is being strengthened, responsibility for violation of legislation is being strengthened, the licensing procedure is changing, and others.

The novelties of the law are: the resumption of physical control over the movement of specific goods across the State Border of the Republic of Kazakhstan with the EAEU member states; the transition to information interaction between the authorized body and state bodies of the control system for specific goods when issuing a license, strengthening the competencies of state bodies of the control system for specific goods, including when collecting information during export; introduction into the legislation of the Republic of Kazakhstan of risk assessment criteria for the export of dual-use and military goods and services, as well as other features in this area.
