Senators passed laws to support and develop entrepreneurship, abolish the death penalty, treat animals responsibly, regulate relations between banks and debtors
A session of the Chamber was held under the chairmanship of the Speaker of the Senate Maulen Ashimbayev, at which the senators considered the following bills:
- The Law “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on the Implementation of a New Regulatory Policy in the Sphere of Entrepreneurship and the Redistribution of Certain Functions of Internal Affairs Bodies of the Republic of Kazakhstan”.
- The Law “On Responsible Treatment of Animals”.
- The Law “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Responsible Treatment of Animals”.
- The Law “On Amendments and Additions to the Code of the Republic of Kazakhstan on Administrative Offenses in Responsible Treatment of Animals”.
- The Law “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Trading Activity, Development of Exchange Trade and Protection of Personal Data”.
- Law “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on the Abolition of the Death Penalty”.
- The Law “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Public Administration, Improvement of the Collateral Policy of Second-Tier Banks, Regulation of Valuation Activities and Enforcement Proceedings”.
- The Law “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on the Development of Competition”.
Briefly about the main thing
– officials of state bodies will legally bear personal responsibility for causing damage to business + introduction of a new principle “1 in 2 out” (more details);
– a legal mechanism for protecting animals from cruelty has been developed + liability for cruelty to animals has been established;
– abolition of the death penalty;
– banks and bailiffs will have to provide the debtor with the opportunity to independently sell the mortgaged dwelling + if the remaining debt is less than 15% of the value of the mortgaged dwelling, it cannot be recovered;
– the need to reduce state participation in entrepreneurship, develop tools for antimonopoly regulation and ensure equal access for businesses to measures of state support and procurement of state bodies
