“Samruk-Kazyna” will once again transfer not more than 7% from a pure income to the fund “To the people of Kazakhstan”

President Kassym-Jomart Tokayev signed the law of the Republic of Kazakhstan “On amendments and additions to certain legislative acts of the Republic of Kazakhstan on the implementation of specific instructions of the head of state”, the Press Service reports.

The draft law “On state procurement ” was introduced. In order to minimize corruption risks and develop competition, it is necessary to take care of one Easterner:

In order to limit the scope of the State Procurement Procedure, a specific criterion of GCHP projects is the mandatory provision in the project of two stadiums: creation and operation of the facility with a private partner.

For the reduction of supermajority and ensuring balanced distribution of risks between the state and the private sector, there is a reduction in investment compensation, and there is a barrier for the participation of quasi-public entities the sector has the quality of private partners.

As part of the strengthening of anticorruption control, the principle of openness and transparency of the planning and implementation of GCHP projects is envisaged. In order to eliminate monopolization at the implementation of GCHP projects, their mandatory agreement with the Antimonopoly authority is envisaged.

The law “On sound monopolies” was also introduced.

– The law “On the foundation of national prosperity”was added. Fund “Samruk-Kazyna” on the resolution of the government will annually transfer not more than 7% of the money from the fund to the public fund “To the people of Kazakhstan”.

In addition, the law provides for the improvement of legislation on special economic and industrial zones, protection of accounts within the framework of the mechanism for subsidizing rental payments, regulation of certain issues of import and use of foreign cars, comprehensive non-departmental expertise of projects for construction, etc.
