Legalization of foreign cars in Kazakhstan
The Ministry of Internal Affairs of the Republic of Kazakhstan answered questions about the legalization of cars, reports Polisia.kz .
As you know, the Head of State announced a one-time legalization of foreign cars imported into the country before September 1 of this year. At what stage is this work now, the Interior Ministry told.
“Currently, the necessary changes are being made to the legislation. The Parliament has already adopted the first amendments to the Tax Code, regarding the establishment of a fee rate for the initial registration of cars subject to legalization in the amount of 200 thousand tenge. At the same time, within the framework of the second bill, amendments are being made to the Environmental Code, regarding the cancellation of the recycling payment for these cars. In addition, the Ministry of Internal Affairs is developing a draft Government decree defining the procedure, conditions and timing of legalization. The specified project was posted on the official website of the Ministry of Internal Affairs on November 29 to undergo a public discussion procedure,” Acting Chairman of the Ministry of Internal Affairs Kaisar Sultanbayev said.
He also explained that cars that are wanted and have not passed customs clearance, as well as those imported after September 1, 2022, do not fall under legalization.
According to Kaysar Sultanbayev, absolutely accurate data on the number of foreign cars permanently located in Kazakhstan is not available. At the same time, the Ministry of Internal Affairs found that just over 300 thousand car insurance policies for foreign cars were issued for the period up to September 1 of this year.
“The largest number of car insurance is issued for cars arriving from the Russian Federation. There are about 260 thousand of them, Kyrgyzstan – 25.5 thousand and Armenia – 18 thousand,” the speaker said.
The Speaker said that legalization will begin after the introduction of the necessary legislative changes and the adoption of the relevant Government decree. At the same time, it is planned to carry out legalization within six months.
“The date of entry will be determined by the databases of the Border Service of the National Security Committee. To date, this process is fully automated. At the same time, in the absence of information about the import of a vehicle in the Border Service, the date of the actual location of the car in the Republic of Kazakhstan will be determined by the date of the first registration of the car insurance policy,” Kaisar Sultanbayev explained.
He also answered whether citizens will be able to register “right-hand drive” cars in Kazakhstan as part of legalization.
“As you know, the Head of State outlined two criteria for legalization: the first is that cars should not be wanted, the second is to pass customs clearance.” If these cars match them, then there will be no obstacles to their registration. There will be no age and environmental class requirements for cars subject to legalization,” the speaker said.
“Armenian” cars that were temporarily registered in Kazakhstan also fall under legalization. Their customs declaration is not required, since from January 1, 2023, they are recognized as goods of the Eurasian Economic Union.
Kaysar Sultanbayev also said how much you will need to pay for legalization.
“The main payment is the fee for initial registration, which will amount to 200 thousand tenge. The remaining payments include fees for the registration certificate and license plate, another 13,171 tenge will have to be paid for them (from January 1, 2023, the amount of payment for the license plate and registration certificate will change slightly, since the duties are calculated depending on the MCI), he informed.
As the speaker explained, an application for legalization can be submitted through the portal of “Electronic Government” or by personal appeal to the Special Center.
“After checking the submitted documents and the vehicle according to the search bases, the car is provided to the inspection point at the special inspection for reconciliation of license plate units. Then the initial fee in the amount of 200 thousand tenge, state duties for the technical passport and license plate, as well as, if required, customs duties are paid. After the registration is approved, the owner of the car will be issued a Kazakh technical passport and license plate,” Kaysar Sultanbayev concluded.
Earlier, the Deputy chairman of the Administrative Police Committee of the Ministry of Internal Affairs of the Republic of Kazakhstan reported that 88 thousand cars with Russian license plates that are operated on the territory of Kazakhstan are not registered with the Ministry of Internal Affairs of the Russian Federation. That is, they are either not registered, or they were sold to citizens of Kazakhstan and then their owners, citizens of Russia, removed them from the registration register at the place of registration.
