President of Kazakhstan signed the Decree “On measures to debureaucratize the activities of the state apparatus”

President of Kazakhstan Kassym-Jomart Tokayev signed the Decree “On measures to debureaucratize the activities of the state apparatus” of April 14, 2022.

This Decree was adopted in order to improve the efficiency and responsiveness of decision-making in the state apparatus, eliminate excessive legislative regulation of the activities of the executive branch, reduce paperwork and reporting, increase autonomy and personal responsibility of the heads of state bodies.
The Decree introduces the following principles of debureaucratization: priority of essence over form, digitalization by default, managerial responsibility, continuous improvement, optimal regulation.
In order to implement this Decree, it was instructed to:
Provide a comprehensive re-engineering of budgetary and rulemaking processes with an overall reduction in timelines and steps, which includes increased autonomy and personal responsibility of the first heads of state agencies;
systematize all kinds of reports and indicators (sectoral data) on the basis of the state information and analytical system “Smart Data Ukimet” and other state objects of informatization;
to cancel paper documents, their endorsement and initialing, except for legislative acts, acts of the President, as well as documents marked as secret and marked “for official use”.
