Permission to travel through China will be issued “online” at checkpoints

Kazakh carriers have been given the opportunity to issue the so-called “foreign permit form” or “permit” right when passing the state border. The CarGoAlem electronic service for issuing these documents was launched on April 26, 2023, on the Qoldau digital platform.

Previously, the electronic queue service “CarGoRuqsat” was placed on the Qoldau platform, together with which the new service allows carriers to save both financial and time resources. That is, if earlier companies received such forms in advance, and often took them with a large “margin” just in case, now those who previously occupied an electronic queue at CarGoRuqsat and directly when crossing the state border will receive permission. At the same time, already at the stage of booking a border crossing, the applicant’s data in online mode is subject to format-logical control by State Agencies.

This project was launched in the “pilot” mode until March 2024 and only with regard to transportation to China.

The introduction of electronic issuance of “permits” is a joint project of the Transport Committee of the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan and the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan. The developer of the service is JSC “Information and Accounting Center”. The company is also the developer and owner of the Qoldau digital platform. We note that no funds were allocated from the state budget for these events.

At the same time, in accordance with the requirements of paragraph 25 of the Rules for the Application of the Licensing system (Order No. 353 of the Ministry of Foreign Affairs of the Republic of Kazakhstan dated 27.03.2015), foreign permits received and used are subject to return to the Transport Control Inspectorate at the place of registration of the carrier, the press service of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan reports.
