Communication sector in Kazakhstan is governed by a substantial number of statutory laws and legislative acts. Main Law in this sector is the Kazakhstan Law “On Communications”.
Entrepreneurship in the field of informatization and communications, as well as broadcasting in Kazakhstan is subject to licensing. The licensor is the Telecommunications Committee of the Ministry of Information and Communications of the Republic of Kazakhstan.
Licensing issues in the field of communications are considered in the Law of the Republic of Kazakhstan “On Permits and Notifications”, as well as in by-laws of the State Service Standard “Issue of a license for the provision of services in the field of communications”, the regulations of the state service “Issue of a license for the provision of services in the field of communications”, order of the acting Minister of Investment and Development of the Republic of Kazakhstan “On approval of qualification requirements for licensing activities in the field of broadcasting, and a list of documents confirming compliance with them”, etc.
According to the Law of the Republic of Kazakhstan “On Communications”, new requirements entered into force in 2019, according to which, the telephone subscriber is required to register his subscriber device with the operator. You must provide the phone number, IIN and IMEI code of the device and the operator must transmit all these data to a single state database. In the absence of data, at the request of the law, from January 1, 2019, mobile operators are forced to stop servicing such numbers.
