The register of mandatory requirements for entrepreneurs in Kazakhstan: what is known about the new draft law on regulatory policy of entrepreneurship
The draft law “On amendments and additions to some legislative acts of the Republic of Kazakhstan on the implementation of a new regulatory policy in the field of entrepreneurial activity in the Republic of Kazakhstan” was approved by Deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan in the first reading.
Minister of National Economy of the Republic of Kazakhstan Aset Irgaliyev proposed the regulation of business from a “blank slate”:
- implementation of the principle “1 in 2 out” → the introduction of a new requirement removes two existing legal regulations in the same area;
- creating a single information resource – a register of mandatory requirements → will list all requirements for business in the form of regulations and other documents;
- digitalization of business reporting → electronic reporting would be required;
- improvement of the system of state control and supervision → transition from control to prevention.
