Mazhilis approved the draft law on retirement of women at the age of 61 in the second reading

In the second reading of the plenary session of the Mazhilis of the Parliament of the Republic of Kazakhstan, deputies approved the draft law “On amendments and additions to some legislative acts of the Republic of Kazakhstan on issues of state youth policy”, the correspondent of MIA Kazinform reports.


“The draft Law of the Republic of Kazakhstan “On amendments and additions to some legislative acts of the Republic of Kazakhstan on issues of state youth policy” is aimed at improving legislation in the field of state youth policy and is focused on ensuring the rights and protecting the interests of youth. During the work on the bill, the deputies made amendments aimed at increasing the age range of the concept of “youth” from 29 to 35 years, which will increase the social activity of young people, strengthen optimism, a sense of confidence in the future and corresponds to international practice. The concepts of “social services for youth” and “temporarily unsettled youth” are being clarified, as well as the mechanisms for implementing the state youth policy are being improved,” Deputy Jamilya Nurmanbetova said at a meeting of the Majilis.
In addition, in the implementation of the Address of the Head of State to the People of Kazakhstan dated September 1, 2022, “A just state. One nation. A prosperous society”, within the framework of the bill, deputies made amendments on the social block of issues.
In particular, we are talking about fixing the retirement age for women at the level of 61 years until 2028, about increasing the income threshold for calculating pension payments by age from 46-fold to 55-fold MCI, about reducing the amount of deduction from the monthly social payment in case of disability, as well as the loss of the breadwinner from 55 up to 50% of the minimum wage in order to exclude a reduction in the amount of social benefits due to an increase in the minimum wage, as well as an adjustment of the replacement coefficient for calculating social benefits in case of job loss (from 0.4 to 0.45).
“During the work on the draft law, taking into account the expansion of the scope of issues considered within the framework of the draft law, deputies made a proposal to change the title of the draft law to “On amendments and additions to some legislative acts of the Republic of Kazakhstan on state youth policy and social security,” Zhamilya Nurmanbetova added.
The Majilis approved the draft law in the second reading and sent it to the Senate of the Parliament of the Republic of Kazakhstan for consideration.
