The Head of State signed the law on the development of agglomerations

The Head of State signed the Law of the Republic of Kazakhstan “On the development of agglomerations”, the press service of Akorda reports.


In addition, the President of the Republic of Kazakhstan signed the Law of the Republic of Kazakhstan “On amendments and Additions to some legislative Acts of the Republic of Kazakhstan on the development of agglomerations”.

As the Minister of National Economy of Kazakhstan Alibek Kuantyrov explained earlier at the plenary session of the Senate, a number of Kazakhstani cities will receive the status of an agglomeration. According to him, one of the main reasons for the uncoordinated development of territories is the lack of a regulatory legal framework regulating the development of agglomerations. In this regard, there is a need for a legislative division of functions between the city center and its suburban area. It should be noted that there are special laws in the world regulating the development of urban agglomerations, both in unitary states such as Great Britain, France and China, and in federal states such as the USA, Canada, Germany, Spain and Italy.

The Basic Law includes the definition of the term “agglomeration” and the corresponding criteria defining agglomerations. The composition of the agglomeration will be formed by the authorized body — the Ministry of National Economy. It is approved by the decree of the Government of the Republic of Kazakhstan.
