Kassym-Jomart Tokayev signed the law on flora

The Head of State signed the Law of the Republic of Kazakhstan “On Flora”, the press service of Akorda reports.


In addition, the President signed the Law of the Republic of Kazakhstan “On Amendments and Additions to some Legislative Acts of the Republic of Kazakhstan on flora and specially protected natural territories”.

The texts of the laws are published in the press.

As previously reported, the main objectives of the documents are to create a legal framework for the conservation and reproduction of natural plant resources and the gene pool of wild plant species, as well as their rational use.

Tasks: creation of economic, organizational and other conditions for the conservation of plant biodiversity, their rational use and ensuring environmental safety; introduction of economic mechanisms aimed at ensuring sustainable conservation and rational use of plant world resources; establishment of rights and obligations of natural and legal persons — users of plant world resources, as well as strengthening of law and order in the field of protection and use of flora objects; implementation of international obligations on biodiversity conservation (the Convention on Biological Diversity and its Protocols) and others.

To implement these tasks, norms are provided for: protection and protection of the flora, including rare and endangered, relict and endemic plant species; introduction, acclimatization and hybridization of plants; inventory, state monitoring and state cadastre of the flora, also provides for general and special use of the flora.

At the same time, limits are set for special use of the plant world, which will be determined on the basis of resource surveys.

Expected results of the adoption of the bill: improvement of the protection of flora objects, conservation of biological diversity and increasing their sustainability, protection of endemic and rare plant species; implementation of a system of economic incentives that contribute to solving national tasks in the field of protection, reproduction and rational use of flora resources; opportunities to attract investments (including grants) to preserve and use the potential of the plant resource base, the development of small businesses (creation of new industries) in the use (collection, processing) of plant resources, the growth of local budget revenues; increasing the area of specially protected natural areas, guaranteeing long-term conservation of biological diversity and ensuring the reproduction of valuable types of vegetation and others.
